These sources are crazy cartoons drawn by crazy Japanese people, or (rarely) crazy Korean people.(although its ussualy used to describe the style of art and ussualy non asian things with that art style are still called anime)
They are often adapted from a pre-existing manga, but it works the other way around too (i.e. The Big O, Tenchi Muyo).
Being dubbed by 4Kids is about the worst thing that can possibly happen to an anime.
