These sources are crazy cartoons drawn by crazy Japanese people, or (rarely) crazy Korean people. They are often adapted from a pre-existing manga, but it works the other way around too (i.e. The Big O, Tenchi Muyo).
A similar type of anime is Americanime, but that is made in the USA, and not as good as regular anime.
Being dubbed by 4Kids is about the worst thing that can possibly happen to an anime.
