Egg Luigi is the only form out of all of Luigi's "forms" that can be considered a form. just a facial expretion Luigi made that has nothing to do with anything.

Egg Luigi will take about 1337 steps of walking with it in your party before it will hatch into Retard Luigi.
Also, when Luigi is about to Die, he can transform into this form to be born again as Retard luigi who later changes into normal Luigi again
