He is the penultimate boss in the game, and you fight him if you want to destroy Ganon in one blow. Omfak has the power to change from a wolf to a lion, then to a giant pair of lips - and this is just to eat chicken, mind you!
He's probably the most nonsensical and hideous thing the CD-i art department ever drew - even more so than Goronu, or maybe even Ganon.
