It was said by Vegeta in an early episode of Dragon Ball Z when Nappa asked for Goku's power level. Since 9000 was higher than Nappa's power level, this caused Vegeta to break the scouter in rage. In the original Japanese version, Goku's power level was only 8000. However, in most later dubs, it has remained 9000 so the fanboys won't be disappointed. The uncut version of Dragon Ball Z Kai changes it back to 8000 at last.

Variations
