Well, mentally unstable people are a different type of insane. Their minds are overflowing with emotions ruining their sight on the world around them, therefore not being the type of insane you have to call the police on. Also describing people as insane makes it seem like that they are the type to burst out laughter/be over energetic. - TheMarxer
