In the Anime
Pikachu is Ash's first (and favorite) Pokemon who is annoying beyond comprehension of the human mind. Ash is so completely stupid NOT to let him evolve to Raichu. Raichu is far less annoying and can beat the shit out of Pikachu any day.
In the Games
Pikachu is nr. 25 in the National Pokédex and is appently so weak that Oak can catch it without battle. In Pokemon Yellow, you can talk to it, and it will tell you how it feels about you. He probely hates you. It evolves into a Raichu with a Thunder stone.
