Gartbelt is a character from the hit japanime, Panty & Stocking with Garterbelt. He's black and he's the reverend in Daten City. He's basically Panty and Stocking's mentor and almost like a father figure to them. He's got a huge afro that shoots jizz (no, I'm not making that up). Before he was a priest, he was a gangsta who committed every crime imaginable.
